Artifacts is serious buisness! In fact, mass-producing these very powerful items can easily be seen as power-emoting.
However, magical artifacts is one of the specialties of the Cold Embrace(at least Ceascaron's favourite hobby) and that if any is an excuse for the gathering of artifacts in such a vault like this.
It is not an excuse to make INCREDIBLY destructive super-items which you can use all the time under any circumstances to defeat anyone or everyone.
I would hereby suggest that the following guidelines are followed in artifact creation:
1: The "creation" of the artifact must be properly roleplayed, as it is brought into play in the wow world. This doesnt neccecerily mean a new artifact, but one that is discovered. This is to prevent serious "mass-production".
2: The artifacts must have some basic limitation or downside. Meaning maybe it requires a special skill to use, it requires recharging, there's side-effects with using it or there's a chance it might even backfire.
3: The power must be within reason. Artifacts can be roleplayed, but items that are "oF DOOM DOOM DOOMELY DOOM DOOM" is not ok, unless the circumstances are truly exceptional.
Blowing up a building with an artifact, a room, a wagon, a horse, a bridge...ok. Blowing up a city, a castle, a village...not so ok.
Power with moderation, in short.
4: The artifacts should only be ic:ly used in true emergencies. In fact, they should only be used in exceptional cases. They arent meant to be your replacement to your old runeblade. A backup at best is what I would suggest.
